Abstract

"The Health of Populations: Beyond Medicine uses current research and in-depth analysis to provide insights into the issues and challenges of population health; a subject of increasing concern, due largely to rapid population growth, population aging, rising costs and diminishing resources, health inequality, and the global rise in noncommunicable diseases. Reducing the global burden of disease requires prevention of disease incidence, which is achievable through reduction of exposure to primary (behavioral) and secondary (biomedical) risk factors. The 15 chapters of the book are divided into three sections that focus on the science of health, the harm of medicine, and how to achieve optimal health. By highlighting the benefits of preventing incidence of disease, this book illustrates how biomedicine needs to be repositioned form being the dominant approach in healthcare to being an adjunct to behavioral, legislative, social, and other preventive means for optimizing population health."--

Abstract

Public Health is regarded as the basis and cornerstone of health, generally and in medicine. Defined as the science and art of preventing disease, prolonging life and promoting health through the organized efforts and informed choices of society, organizations, public and private, communities and individuals, this discipline has been renewed by the incorporation of multiple actors, professions, knowledge areas and it has also been impacted and promoted by multiple technologies, particularly - the information technology. As a changing field of knowledge, Public Health requires evidence-based information and regular updates. Current Topics in Public Health presents updated information on multiple topics related to actual areas of interest in this growing and exciting medical science, with the conception and philosophy that we are working to improve the health of the population, rather than treating diseases of individual patients, taking decisions about collective health care that are based on the best available, current, valid and relevant evidence, and finally within the context of available resources. Abstract

Latvia’s health system broadly delivers effective and efficient care to the population within a context of significantly fewer resources – and higher health care needs – than most OECD countries. Latvia has successfully consolidated its hospital sector and strengthened primary care. Average length of stay in hospital fell by almost 15% between 2005 and 2013, and GPs are now required to follow up on patients who called for emergency medical assistance but were not hospitalised. OECD health systems could learn much from these reforms as well as longer-standing institutions, such as Latvia’s feldshers (physician assistants). Latvia nevertheless faces important challenges to improve the performance of its health system. Up to one in five Latvians report forgoing health care because of the cost; waiting times for key diagnostic and treatment services can be long; and inclusion of key treatments in the publicly-funded benefits basket does not always reflect latest best practice. Critically, the health system lags behind many OECD countries in the extent to which data are used to systematically measure, compare and improve the performance of services, especially at more granular provider or local levels. This review aims to support Latvia in continuing reform of its health system, informed by international best practice.
